No, this can't be done in DJGPP (not to my knowledge anyway).
You would need (I'm taking it that you mean a Windows DLL)
a Windows compiler such as lcc-win32 (which, BTW, is GREAT
for using OpenGL, DirectX and Glide).
I'm not sure whether rsxntdj and mingw32 support DLL creation
(they probably do, although I've never used them).
