Erik you must modify the tables used by Allegro. There is no other way!
Some time ago I used the Allegro routines for my editor (the one inside RHIDE) 
and I found this problem. To solve it I made some keyboard configuration files 
(they are distributed with RHIDE), perhaps you can use these files too.
