Neither.  It uses a a flying 3d perspective.  Kind of like a flight sim. 
The key feature is
that it renders a landscape with polygons. (as opposed to pseudo-voxel
types like
commanche, and the mars demo thingy that's out there.)

It got it's name from, you guessed it, the game 'magic carpet' 
(which is pretty neat by the way :) ).  There is a demo out there for DJGPP
called MCPFLY,  but I can't remember where I got it. (maybe simtel? maybe
x2ftp?)
