I don't know what exactly was the problem, but I was able
to build emacs-19.31 (finally).  The first time around I 
used WinZip to extract all the files from .gz to .tar to the
individual files, and had some third-party versions of 'sed',
'chmod', etc.  I also had network drivers installed.  For
whatever reason the build just couldn't get past that last part.
This last time (which worked), I booted clean, used djtar to
extract the files, and used the GNU versions of 'sed', etc.  I
don't understand it, I'm just glad it worked.
