Yes.

Because some people want to use a real development environment (Linux)
to make software that sells to a big market (msdos).  There are other
reasons.  For example, at the moment my PC is running delorie.com, so
I can only work on djgpp in a dosemu box.  If I just built djgpp under
native linux, it wouldn't be very useful to people, now would it?
