Usually, you won't even need to tell them where to get DJGPP.  But why 
not read the explanation of the legal aspects of DJGPP in the FAQ list?  
The latest version of the FAQ is available as faq102.zip from the same 
place you get DJGPP, and the legal aspects are discussed in Chapter 19 
there.
