Ooops!
I apologize.  I tried a quick and dirty test in TC and gcc, and you are 
right, I was wrong.  (I seldom admit that!)  TC and gcc are completely 
divergent in their treatment of putenv() and system(), and a re-reading 
of Long Doan's post makes it clear that this has something to do with 
the interaction of go32 and the program in question.  Mea culpa.
I guess that a few years ago I grew accustomed to not trusting DOS's 
handling of modifications to the environment and so assumed it always 
didn't work right and left it at that, without really thinking about it.  
Of course, I then became dogmatic about it.
Once again sorry, I was wrong.
