We have a library, LUG, for UNIX system which works under gjgpp.

You'll get for reading/writting GIF, TIFF, PCX, JPEG, Alias "pix",
Wavefront, ...; viewers for X11, Silicon Graphics/IBM r6000, hp900 and
PC (grx); and a a lot of image editing functions ( resampling, cut,
masks, concolve, ... ).

One problem (for you?), the documentation is in spanish ( I'm finished
the english version, next month :-) ).

You can get the sources from telva.ccu.uniovi.es (156.35.31.31):
/uniovi/mathdept/src/liblug-1.0.tar.gz. Or a precompiled version for
djgpp, /uniovi/mathdept/src/liblugpc.zip ( this version doesn't include
the documentation ).

Cheers.
