According to what I have read, Quarterdeck's Motif library is supposed to
be out sometime in October (this month,)

this is what I know about it (copied from a file I got from QOS)

DESQview/X Motif Toolkit (shipping October) $150.00
This kit is for developers who want to port/develop OSF/Motif
applications. Motif developers may also need one of the other
toolkits which include Xlib, Xt, etc...
     Contents:
       - OSF/Motif Roadmap
       - Diskette set with OSF/Motif Libraries for the Metware,
          Watcom and GNU compilers.
       - O'Reilly Volume 6
       - DESQview/X OSF/Motif Window Manager.

Notice it does mention the GNU compiler so it should, not be necessary
to get a new compiler, extender, and x libraries.
