Are those restrictions on pkzip.exe and pkunzip.exe or on the ZIP file
format itself? If the former, the portable zip/unzip from the info-zip
group might be usable. Ask Info-ZIP-Request AT WSMR-Simtel20 DOT Army DOT mil for
details.

The last thing we need is yet another archive file format.
